The city of Sakhnin has been developing over the years into a cultural, economic, and educational capital of the northern region. Every central city needs an urban center with a cultural and business anchor, intended to create a focal point of attraction for local residents, and for the region as a whole.

The design concept for the complex and its buildings combines modern planning principles, advanced technology, and green sustainable construction. In addition, the complex is designed as an open neighborhood park space connecting all the surrounding neighborhoods and road systems. At its core, the complex features a cultural hall, a central courtyard with branching pedestrian streets, and a 1,000-seat amphitheater. Together with public, educational, cultural, and leisure buildings, as well as employment and commercial areas, these elements ensure vibrant activity throughout the day.

Education: The northern part of the complex already exists, and is planned to include an elementary school, a comprehensive high school, a teacher development center (PSGAH), a library, and an environmental center.

Culture and leisure: The complex is planned to include a cultural hall with 800 seats, a conservatory with various classrooms for music studies, and a rooftop amphitheater with a cafeteria overlooking the city of Sakhnin and its surroundings.

Sports: A large sports hall for 800 people, designed for Premier League matches, with activity rooms and a semi-Olympic pool, fitness rooms, and sports activities rooms.

Business and services: Two towers are planned for government offices, government companies, and high-tech offices, alongside thousands of square meters of employment and commercial space.
