A sports, commercial, and cultural complex is planned in the city of Arrabe, spanning 65 dunams. The complex is located along the main road, in a central area connecting Arrabe's traffic axis to the north and south of the country.

The central element of the complex is a regional 5,000-seat stadium serving the town of Arrabe and the Upper Galilee region. The stadium was designed in coordination with the Ministry of Culture and Sport and includes two symmetrical stands, one to the west and one to the east, each with 2,500 seats. The ground floor of the stadium contains commercial spaces beneath the stands. This mix of uses is intended to turn the sports complex into the heart of the town of Arrabe's economic and social life. The thinking behind the project was how to turn the stadium into a sustainable community center by establishing economic infrastructure that would justify the sports activity from a profitability standpoint. The project's location is accessible to nearby villages and public transport, and it includes a spacious parking area that will also serve future buildings, including a country club and an athletics field.
